This is a gymnosperm - a conifer, related to pines and firs - but doesn't look remotely like one. It makes a low, slowly spreading thicket of tufts of slender, wiry, green stems, jointed like those of horsetails. These stems do the photosynthesis, in the absence of leaves. They can have cones, which in this case are red and fleshy.
